The good news: I figured out the problem with the charger.

The bad news: the problem is that the wire is completely frayed inside the cord (from the outlet to the charger, as opposed to from the charger to the computer). It used to be that if I could get the cord in a certain position, it would work. Now, no matter how much I mess with it, it won't work. It might stay lit up for 2 seconds if I'm lucky, but that's it.

I'm currently on hold w/Dell tech support. The guy sounds like a robot. But hopefully they'll send me a new charger instead of making me go through a bunch of pointless troubleshooting exercises.

Edit: They're sending me a new charger. In 2-3 business days. How will my laptop last until then??

That happened to my Toshiba... then again, my Toshiba was evil and died a few months later.
